On the morning of October 12, Professor Xue gang of Central South University of economics and law delivered an academic report entitled "financial pressure response and crisis system construction under the new epidemic situation" in the lecture hall on the second floor of business school. Some teachers and students of business school attended the meeting, which was presided over by Vice President Li Zhiqiang.
Focusing on the theme of the lecture, Xue Gang elaborated on the two aspects of "institutional adjustment to alleviate the pressure of fiscal revenue and expenditure" and "institutional construction to prevent sudden public health crisis". Through the analysis of China's fiscal data in 2019, he believed that under the impact of the epidemic, China's fiscal revenue and expenditure pressure is huge, and it needs to be adjusted quickly in the short term. Then, based on his years of financial research experience, he put forward his own opinions from four aspects: starting emergency funds, adjusting expenditure structure, promoting tax source construction, and expanding debt scale. In terms of crisis system construction, Xue Gang pointed out that although the outbreak of the epidemic is accidental, the frequent occurrence of SARS to Xinguan also reflects the inadequacy of emergency management capacity in the field of public health in China. To deal with similar unexpected major public health events, we should establish a public health financial emergency mechanism from the perspective of financial governance.
At the beginning of the lecture, Xue Gang answered the questions of the students. The atmosphere was warm and the students said they had benefited a lot.
